I don’t see how any legislation could get a two-thirds majority in each house given it was only about 60-40 last time, unless the membership has changed significantly since last time? Also legislation doesn’t apply in any diocese unless they adopt it.

yes, you’re right. But even a motion by majority would set a clear indication on the mind of the national church. And it’s the only place to do it.
